Penny Norton
Co-Founder & Planning Communications Director
Penny Norton is a consultation specialist with wide-ranging experience of public relations and public affairs within property, construction and regeneration.
As the founder of communications consultancy PNPR, Penny has worked with many leading developers including property companies, consultancies, commercial developers, and both private and social housing. Her clients have included Boyer, British Land, Broadgate Estates, Capital Shopping Centres, Carter Jonas, CBRE, Essential Living, Next, Lanpro, More London and Sainsbury's Supermarkets. She has also worked extensively with architects, interior designers and local authorities.
For decades, Penny's work has made pioneering use of social media and web-based communications. Her online consultations for Bayfordbury Estates, Next, O&H Properties, Scotch Corner Designer Village, Essential Living and Essential Land have met with substantial approval from local authorities and local communities alike and have resulted in planning consents being granted for contentious schemes.
Penny has written extensively on the subject of consultation for property publications. Her book, Public Consultation and Community Involvement in Planning: a twenty-first century guide was published by Routledge in 2017. Additionally she has contributed to books on consultation outside the property sector and authored two further books, Promoting Property (Routledge 2020) and Communicating Construction (Routledge 2021).
An Associate of The Consultation Institute, Penny has been an active member of tCI's Planning Working Group, responded to Government consultations on behalf of tCI, contributed to training courses and spoken at consultation events. As an active member of the Town and Country Planning Association, she was consulted on the TCPA's People, Planning and Power Guide.
Penny is a Fellow of the Chartered Institute of Public Relations and founded the CIPR's Construction and Property Special Interest Group.

Daniel Hutton
Co-Founder & Technical Director
Daniel is a full-stack software engineer with over a decade of experience designing and building SaaS platforms and digital products. He leads the technical development of ConsultOnline, architecting everything from the survey builder and interactive mapping tools to the real-time analytics engine and AI-powered chatbot.
Before co-founding ConsultOnline, Daniel worked across a range of sectors building web applications, APIs and data-driven platforms. His experience spans front-end and back-end development, cloud infrastructure, database design and DevOps, giving him a broad technical foundation that informs how the platform is built and maintained.
Daniel's approach to product development is rooted in user experience and practical problem-solving. He works closely with Penny and with clients to ensure that the platform not only meets the technical requirements of modern consultation but is genuinely intuitive for both consultation managers and the communities who use it.
He is particularly focused on making public engagement more accessible through thoughtful design, ensuring that features such as multilingual support, mobile-first interfaces, accessibility tools and offline capability work seamlessly so that no voice is excluded from the consultation process.

Rebecca Kemp
Communications Specialist
Rebecca Kemp is a communications specialist with a decade of experience in the built environment. She spent close to ten years as a magazine editor in the construction sector, interviewing leading industry figures including Kevin McCloud and Charlie Luxton, before going independent as a B2B copywriter working with developers, consultancies and built-environment brands.
She now works alongside Penny at PNPR on planning and consultation clients, and supports the relaunch and day-to-day running of ConsultOnline.
With an editor's eye and a knack for making complex, technical information clear and accessible, Rebecca focuses on helping developers, consultancies and councils communicate their proposals in ways communities actually engage with.
In creating and updating the ConsultOnline concept, Penny and Daniel have worked extensively with planning consultants and public affairs consultants and are immensely grateful for the insight that they have provided to the benefit of the service.
